Its story, however, began long before it became a signature Canadian event.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-early-beginnings-on-the-u-s-side-1980-2004\">Early Beginnings on the U.S. Side (1980\u20142004)<\/h2>\n\n\n\n<p>The origins of today&#8217;s Winter Festival of Lights trace back to 1980, when Niagara Falls, New York launched the first &#8220;Festival of Lights.&#8221; It ran for 44 days each winter and relied heavily on volunteers, tourism partners, and local sponsors.<\/p>\n\n\n\n<p>Notable features included:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The nine-storey OxyLights display<\/strong>, synchronized to Christmas music<\/li>\n\n\n\n<li><strong>The Nabisco Fantasy of Lights<\/strong>, illuminating the Nabisco silos<\/li>\n\n\n\n<li>Thousands of lights lining Old Falls Street, Lackey Plaza, and surrounding walkways<\/li>\n\n\n\n<li><strong>Indoor animated displays<\/strong> occupying 15,000 square feet inside the Niagara Falls Convention Center and Carborundum Center<\/li>\n<\/ul>\n\n\n\n<p>Although well loved by the community, the U.S. festival eventually faced funding challenges. It began as a collaborative effort between the Niagara Falls Canada Visitor and Convention Bureau, the City of Niagara Falls, and the Niagara Parks Commission.<\/p>\n\n\n\n<p>Key facts from its inaugural year:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Initial budget<\/strong>: $18,000<\/li>\n\n\n\n<li><strong>Visitors<\/strong>: 250,000<\/li>\n\n\n\n<li><strong>Motor coaches<\/strong>: 35<\/li>\n\n\n\n<li><strong>Rebranding:<\/strong> Adopted the name &#8220;Winter Festival of Lights&#8221; in 1985<\/li>\n<\/ul>\n\n\n\n<p>The festival grew steadily, expanding its displays, geographic footprint, and visitor demand. Disney characters also appeared during opening ceremonies. The partnership concluded in 2013 after Disney restricted character appearances to its theme parks.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-night-parade-of-lights-1998-2006\">Night Parade of Lights (1998\u20142006)<\/h3>\n\n\n\n<p>For nearly a decade, a weekly parade with illuminated floats brought additional energy to the festival. These lands, governed by the Upper Canada Treaties and the Dish With One Spoon Wampum agreement, remain home to many First Nations, M\u00e9tis, and Inuit communities.
